Job Title: Construction and Implementation Projects Consultant (CIPC)

JOB DESCRIPTION of Construction and Implementation Projects Consultant (CIPC) for the Program Coordination Office (PCO) Location: PCO office in Cairo, with frequent visits to Qena and Sohag Reports to: PCO - Program Director Background: The Upper Egypt Local Development Program for Results (UELDP Program) forms part of GoE’s Inclusive Economic Development Program for Lagging Regions (IEDLR).

- The IEDLR aims to replace the ‘investment-only and centrally planned’ current model in addressing the fundamental development challenges of the region in creating jobs and reducing poverty with a more comprehensive approach to local development with increased decentralization, accountability and inclusion of citizens and businesses in decision making.

- The UELDP aims to improve the business environment for private sector development and its economic competitiveness and to strengthen local government capacity for provision of quality infrastructure and service delivery in two governorates of Upper Egypt; namely Sohag and Qena.

- The Program is financed by the World Bank through a Program for Results (PforR) Loan totaling USD 500 M and is to be completed by December 31, 2021.

- The PforR arrangement was selected as the most appropriate financing instrument for a Program of this nature which adopts a combined approach comprised of institutional transformation and infrastructure investment to deliver its objectives.

- The PforR seeks to strengthen country systems and directly links disbursement of funds with results through the achievement of specified Disbursement Linked Indicators (DLIs).

- This Program includes six DLls specified in the Program Appraisal Document (PAD) with related verification protocols described in the POM (Program Operations Manual).

- The Program will be implemented in accordance with the Legal Agreement signed between the World Bank and the Government of Egypt (GoE) on October 6, 2016.

- Target and Job Purpose: The Construction and Implementation Projects Consultant (CIPC) is a member of the program management team responsible for managing the implementation of engineering projects.

- The construction and implementation projects consultant (CIPC) will be responsible for the direction, coordination, implementation, monitoring and completion of the project, while maintaining its compatibility with the strategy, commitments and objectives of the development program of Upper Egypt.

- Also with the local implementation units of the governorates and all Support experts in program implementation activities.

- CIPM also participates in overseeing the implementation of the program`s work plan with detailed plans such as procurement plan, financial plan, etc.

- He is responsible for engineering projects in terms of planning, implementation and performance.

- Job details and requirements : Tasks and Responsibilities: Managing the implementation of engineering projects for the framework agreements with all the executive bodies and ensuring that all conditions and procedures are covered (environmental - occupational safety and health) Oversee all aspects of the construction project during the planning phase, including (procurement plans, schedules, and estimated cost) Supervision of all aspects of the construction project during the implementation phase (contractor contracts - assays - actual cost - operational position until project delivery phase) Oversee the allocation of resources to specific projects Supervise on-site performance and subcontractors Interface with project inspectors, contractors, architects, execution engineers, city and county officials, and clients Negotiate with "consultants and contractors" to receive reasonable costs (estimated cost - actual cost) and careful follow-up Maintain high levels of workmanship that adhere to original plans and specifications Ensure the submission of periodic reports to official bodies Other related tasks as may be delegated to him/her by the PCO Director.

- Qualifications: Previous experience in construction management or other related areas for at least 20 years Familiarity with the construction management program Strong leadership qualities Strong negotiating skills Deadline and details addressed Languages: Fluency in written and spoken English and Arabic.

- Other Skills: Proven record of successful teamwork with pronounced interpersonal, communication and reporting skills.

- Experience in coordinating inter-departmental work preferably with exposure to local government activities.

- Proficiency in independent use of standard office software.

- Analytical and planning skills with ease at working with numbers.
